About Our Services
CNEE ensures on behalf of the State the execution of public service related to the management of public water networks (water fountain, urban hydraulic drilling, rural hydraulic drilling), the management of public lighting networks (streetlight, high mast, traffic lights) and covers water and electricity consumption expenses for public buildings of local authorities (town halls and departmental councils).
Our Recovery and Control Directorate is responsible for relations with the GABON Energy and Water Company (SEEG) and local authorities (town halls, departmental councils).

Bill Coverage

Meter Installation
CNEE facilitates the installation of new meters for town halls and local authorities. We manage the entire request, installation and commissioning procedure.

Technical Support
CNEE provides technical support to local authorities in the operation of electrification and hydraulic works. We also proceed with arbitrations regarding network extensions.

Control and Recovery
The Recovery and Control Directorate verifies levies, irregularities, fraud and abuse of consumption by local authorities. It agrees on documents relating to the collection of special contributions.

Meter Request Procedure
A simple and transparent 6-step process to request the installation of a new meter
Initial Request
The town hall or local authority submits an official request to the CNEE General Directorate for the installation and coverage of a new meter.
Request Processing
The Recovery and Control Directorate receives the request for technical and legal analysis.
Approval and Transmission
After obtaining a favorable opinion from the General Directorate, CNEE transmits the request to the Gabon Energy and Water Company (SEEG) to organize the meter installation.
Quote and Contract
SEEG establishes a quote for the work, sent for CNEE validation. Then a subscription contract is established and signed by the CNEE General Directorate.
Installation and Integration
SEEG performs a provisional reception of the installations and proceeds with the meter installation, followed by the commissioning of the connection necessary for the building. Meanwhile, CNEE integrates the information relating to the new meter into its accounting records.
Commissioning and Delivery
Once the meter is operational, CNEE ensures the official delivery of the meter to the town hall or authority which can use it under CNEE supervision.

Recovery and Control Directorate
This directorate is responsible for relations with SEEG and local authorities (town halls, departmental councils). Its purpose is to optimize the management of energy consumption of public administrative buildings, to control billing and recovery of receivables from our main partner which is SEEG.
Main Missions:

- Inventory extension needs for public lighting networks
