The National Council for Water and Electricity is the result of a strong political will to guarantee all Gabonese citizens equitable access to essential services such as drinking water and public lighting. Creation of Special Funds
Adoption of laws n°9/93 and n°10/93 of April 7, 1993 creating the Special Water Fund (FSO) and Special Electricity Fund (FSE) respectively.
These founding laws establish the financing mechanism that will sustainably support water and public lighting infrastructure.
Birth of CNEE
Promulgation of law n°14/95 of November 23, 1995 creating CNEE and setting its composition, powers and functioning.
CNEE is created as a consultative, jurisdictional and executive body for network creation and management.
Setting Contribution Rates
Decree n°297/PR/MMEP of March 24, 1997 setting the rate and collection methods for the special electricity contribution.
Implementation of the collection mechanism to fund FSE and ensure sustainable financing of activities.
Major Reorganization
Decree n°0658/PR/MERH of April 21, 2011 reorganizing the National Council for Water and Electricity.
Transformation into a public establishment with redefinition of nature, missions and organization. CNEE becomes a full operational actor.
Modernization and Update
Decree n°0099/PR/MERH of February 19, 2024 amending and deleting certain provisions of the 2011 decree.
Update of regulatory framework to better meet contemporary challenges. CNEE becomes an administrative public establishment with enhanced autonomy.

Creating the Special Water Fund (FSO)
This law creates the Special Water Fund intended to cover water consumption expenses of local authorities, as well as financing the development and maintenance of their public water facilities.

Creating the Special Electricity Fund (FSE)
This law creates the Special Electricity Fund intended to cover electricity consumption expenses and financing the development and maintenance of public lighting networks.

Creating CNEE and setting its composition and powers
This law officially creates the National Council for Water and Electricity as a consultative, jurisdictional and executive body for the creation and management of water and public lighting networks.

This decree sets the special electricity contribution rate at 6.08 FCFA HT per kilowatt-hour and defines the collection and recovery methods by SEEG.
