About CNEE

What is CNEE?

CNEE (National Council for Water and Electricity) plays a key role in the management and modernization of drinking water and public lighting infrastructure in GABON. It is a Gabonese public institution placed under the technical supervision of the Ministry of Universal Access to Water and Energy.

What are CNEE's missions?

CNEE ensures on behalf of the State the execution of public service related to the management of water networks, public lighting and traffic lights throughout the national territory. Its specific missions include: management and maintenance of public lighting networks (streetlights) and traffic lights; management and maintenance of public fountains in urban and rural areas; decision and arbitration on the creation, extension and maintenance of water and public lighting networks; management of fire hydrants; payment of SEEG consumption for buildings of local authorities; operation of electrification and hydraulic works in rural areas.

Is CNEE present throughout Gabon?

Yes, CNEE is an essential pillar for the evolution of public lighting and water supply in GABON and is present throughout the country through its provincial offices in all 9 provinces.

Billing and Meters

Who pays water and electricity bills for town halls?

CNEE covers water and electricity consumption expenses for public buildings of local authorities (town halls and departmental councils). These expenses are financed by the special funds for water and electricity.

How to request a meter for a town hall or local authority?

The procedure is as follows: 1) The town hall or local authority submits an official request to the CNEE General Directorate for the installation and coverage of a new meter. 2) The Recovery and Control Directorate receives the request for technical and legal analysis. 3) After obtaining a favorable opinion from the General Directorate, CNEE transmits the request to SEEG to organize the installation. 4) SEEG establishes a quote for the work, sent for CNEE validation, then a subscription contract is established and signed. 5) SEEG proceeds with the installation and CNEE integrates the information into its accounting records.

Reports and Interventions

How to report a public lighting or pump problem?

You can use the online reporting form available on this site or call 076 58 19 10. For an intervention request, fill out the intervention request form providing: the request date, your name, your phone number, the neighborhood, the delivery point (PL), the number of poles, the defective pole number, and the follow-up alert if necessary. Data is received at CNEE in real time by the service in charge.

What types of problems can I report?

You can report: public lighting failures (streetlights, high masts), pump malfunctions (public fountains), traffic light problems, damaged poles, or any other technical problem related to infrastructure managed by CNEE.
